HPCの歩み50年（第183回）－2010年(i)－
IESP (International Exascale Software Project)は第4回をOxfordで、第5回をMauiで開催し、“The International Exascale Software Project roadmap”を作成した。SNA (Supercomputing in Nuclear Appications)という国際会議は3回目の日本開催となった。
アメリカ政府の動き
1) 連邦予算削減
2010年5月20日のHPCwireによれば、下院共和党は5月18日に法案H.R. 5325を赤字削減のため葬った。この法案は、今後3年間に連邦政府が$40B（約4兆円）を科学技術のために投入するものであった。2007年8月にブッシュ大統領は今後10年間に科学技術予算を倍増しようという「アメリカCOMPETE法案（America COMPETE Act-H.R.2272））」に署名し、2010年にもこれを再確認する法律（HR 5116, The America COMPETES Reauthorization Act of 2010）ができたはずであるが、民主党が絶対多数を持っていないため、妥協を余儀なくされたようである。America COMPETE Actは、NSF, DOE, NIST, NOA, NASAなどに多額（2008年度予算で$33.6B）の予算を与えるもので、high-risk, high-return の研究を狙っていた。もちろんAmerica COMPETE Actが完全に予算化されたことはなかったが、それでもこれまで政府も議会も科学には配慮をしてきていた。委員会レベルでは超党派的な支持があったが、共和党は何重もの修正案を出してこれを葬ろうとしていた。これ以上修正を出させない措置のためには2/3の多数が必要であったが、民主党は計算違いをして、共和党から15票を得たにも関わらず、261対148で、2/3には12票足りなかった。
本当はH.R. 5325は妥協の産物であり、元のH.R. 5116法案では、3年間に$47Bではなく、5年間に$85Bを出すことになっていた。さらにこの法案は、「COMPETE予算は、仕事中にポルノを見ていると確認された連邦職員のサラリーには使ってはいけない」などと決められていた（何ですかね？）。それにも関わらず保守派の共和党員はこの法案をつぶそうとしていた。スーパーコンピュータ予算にはどう響くか？
2) アメリカのExascale計画
エクサスケールを目指す次世代ソフトウェアの開発のために2009年に始まったIESP (International Exascale Software Project)は、2010年にも活動が続けられた（国際会議の項を参照）。
2010年8月6日、DARPA (Defense Advanced Research Projects Agency)はUHPC (Ubiquitous High Performace Computing)プログラムを開始し、実行主体として5組織を公式に発表した。Intel, NVIDIA, MIT, SNLとGeorgia Tech(評価)である。UHPC プログラム の目標は、現在のシステムよりエネルギー効率を大幅に改善し、プログラム化が容易な新しいコンピュータアーキテクチャとプログラミングモデルを開発することである。UHPCで開発するシステムの性能目標は、LINPACKベンチマークで1 PFlops、電力効率目標は、50 GFlops/Wである。電力効率目標 は、Top500、Green500リスト（2010年6月時点）で1位のシステムと比較すると、それぞれ約200 倍、65倍の改善に相当する。プロトタイプは2018年までに完成する予定である。
世界の学界の動き
1) Mandelbrot死去
ブノワ・マンデルブロ（Benoît B. Mandelbrot）博士が2010年10月14日に亡くなられた。マンデルブロ集合が有名であるが、フラクタルの提唱が大きな業績である。2003年にYorke氏と日本国際賞受賞。ポーランドのユダヤ系の家系に生まれた。

1) ISSCC 2010
57回目となるISSCC 2010 (2010 IEEE International Solid-State Circuits Conference)は、2010年2月7日～11日にSan FranciscoのMarriott Marquis Hotelで“Sensing the Future”のテーマで開催された。学術的発表もあるが、半導体各社の最新技術情報の発表場所ともなっている。電子版会議録はIEEE Xploreに置かれている。
2) 12th Teraflop Workshop

「第12回先端高性能計算機施設における次世代気候モデルに関する専門家会議」は、2010年3月24日（水）～26日（金）につくば市のエポカル国際会議場で開催された。1999年にHonoluluで開催されて以来12回目である。主催者（共同組織委員長みたいなものか）は、

4) IESP
4回目となるIESP Meeting 4は、2010年4月13日～14日に英国のOxfordで開催された。プログラムは見当たらないが、主要な講演のスライドや分科会のレポート等はIESPのページにリンクされている。
5回目のIESP Meeting 5は、2010年10月18日～19日にハワイのMauiで開催された。講演のスライドや分科会のレポート、white papersなどはIESPのページにリンクされている。ロードマップ“The International Exascale Software Project roadmap”を作成し、IJHPCA (International Journal of High Performance Computing Applications, Sage Publications) Vol. 25, #1 (2011) pp.3-60に出版されている。

10回目となるCCGrid 2010(The 10th IEEE/ACM International Symposium on Cluster, Cloud and Grid Computing)は、2010年5月17日～20日にオーストラリアのMelbourneのLangham Hotelで開催された。今年から若干名前が変わって、“Cloud”がタイトルに入った。主催はIEEE/CS Technical Committee on Scalable Computing、共催はMelbourne大学の Cloud Computing and Distributed Systems (CLOUDS) Laboratory、Manjrasoft Pty Ltd. (Melbourne)、およびRutgers大学のNSF Center for Autonomic Computingである。2nd International Symposium on Cloud Computing (Cloud 2010)も併設された。

第10日目となるICCS 2010 (International Conference on Computational Science)は、2010年5月31日～6月2日にオランダのアムステルダム大学で開催された。テーマは、”Celebrating 10 years of Advancing Computational Thinking”であった。6件の基調講演が行われた。会議録はオンラインで公開されている。電子版会議録はACMだけにある。

第24回目となるICS 2010 (the 24th ACM International Conference on Supercomputing)は、2010年6月1日～4日に、再び日本の筑波国際会議場（エポカルつくば）で開催された。主催はACM SIGARCH、議長は朴泰祐（筑波大学）であった。3件の基調講演が行われた。

電子版会議録はACMに置かれている。
この会議でIntel社は、14種類のbenchmark kernelsを用いて、Intel Core i7とNVIDIA GTX280とを比較したという報告があった。GKJカーネル（衝突検出）のように14倍の性能比を示したものもあったが、平均では2.5倍であったとのことである。14倍が出ることもあるというのはよい便りであるが、もっと期待する人もいたようである。どこまで（とくに対照側のプログラムを）チューニングしたかは問題であろう。
15) HPDC-19
第19回目のHPDC-19 (The ACM International Symposium on High Performance Distributed Computing)は2010年6月20日～25日にChicagoのDoubleTree Hotel Chicago Magnificent Mileで開催された。21日～22日は8件のワークショップが行われ、23日～25日が会議である。20日～22日はOGF29との同時開催。基調講演は以下の通り。

12回目となるCluster 2010 (2010 IEEE International Conference on Cluster Computing)は、2010年9月20日～24日、ギリシャのHeraklionにおいて開催された。会議録はIEEEから発行されている。
19) SNA+MC2010
SNA (Supercomputing in Nuclear Appications)という国際会議は、1990年3月12～15日に水戸パークホテルで開かれたのが第1回で、どういうわけか筆者も参加した。4回目のSNA2000 (Supercomputing in Nuclear Applications)は虎ノ門パストラルで2000年9月4日～7日に開催された。2010年にも日本に招致することになり、今度はモンテカルロの会議と合同してThe Joint International Conference of the 7th Supercomputing in Nuclear Application and the 3rd Monte Carlo (SNA+MC 2010)という名称で2010年10月17日～21日に一橋記念講堂で開催された。再び組織委員を頼まれた。

21) ICPADS 2010
ICPADS 2010 (2010 IEEE 16th International Conference on Parallel and Distributed Systems)は2010年12月8日～10日に中国の上海で開催された。会議録はIEEEから出版されている。
22) ICCM2010
第3回目となるICCM2010（International Conference on Computational Methods）は、中国湖南省の張家界(Zhangjiajie)で開催された。日付は不明。第1回は2004年にSingaporeで、第2回は2007年に広島で開催されている。次は2012年Gold Coastで、第5回は2014年に英国Cambridgeで。その後は毎年開催されているようである。
次回はHamburgでのISC2010とNew OrleansでのSC10について報告する。
